The end of the euphoria about Brazilian Educational PAC?
Unhappyly, right after the New Year, and the measures announced as palliative to the loss of more than the 40 billion os Reais of resources proceeding from the CPMF, the Minister of the Treasury, Guido Mantega, already announced that cuts in the budget of the PDE – Plan of Development of the Education will be inevitable in the appropriation budget of this year. The proposals of PDE, although the lesser investment, are highly ambitious, being that, in what refers to basic and medium education, it is aimed to raise the Brazilian educational level, measured internationally, that currently reaches a ridiculous 3,8 (in a 0-10 scale) for 6,0 points, equivalents to the notes obtained nowadays by many developed countries. An example of what it will be put in practice is the sending of urgent monetary resources for cities that present low learning indices. Although providential, this measure will must be very well fiscalized, therefore it can open breaches to corruption and financing administrative and educational incapacity. Another measure, much argued, proceeding from the proposal of the former Minister of the Education, Cristovam Buarque, currently senator for the PDT, would be to raise the wage limit of all Brazilian public professors to 850 Reais = 483 dollars a month. If in the State of São Paulo the great majority of professors receives more than this value, in almost the totality of States in Brazil professors gain values that arrive until the half, with the same work load. About superior education, it is aimed to extend the vacant numbers of public universities students, mainly federal, through the increase of affirmative measures, that will future be argued in the near future in another post.
